There are numerous advantages to having permanent residency or dual citizenship in Croatia, the main reason being taxes. 

For those who receive income, a pension, dividends or any other source of funding from outside Croatia, the tax laws of Croatia do not apply to you.  You will live tax free. 

If you have a yacht moored in Croatia, that yacht will have tax advantages.

Since Croatia is poised to enter the EU at any time, a Croatian passport holder will, in effect, carry an EU passport and have all the rights and privileges of an EU citizen.
