As with most European countries, France is wired for the internet and cell phone usage.  International cell phones are the norm rather than the exception.  In fact, most of France is wireless!  But there are specific questions that must be asked before committing to a particular service.

France Telecom is a primary service found mainly in small towns and villages.  VOIP is also available.  Just be sure to ask the speed of your connection and know that if you want the fastest speeds, you will pay a surcharge. Internet cafes and local libraries offer wireless connections. 

In the larger towns, independent providers using the France Telecom lines offer different packages.  Their rates are reduced because the providers install their own equipment onto the local France Telecom lines. 

A question to ask when deciding which provider to use is if the technical support offered is available in English.  With the influx of English speaking expats into France, this is a viable question.
